It’s common SEO knowledge that a website you are trying to rank well in a specific country should use a top level domain name for that country.
For example, if you want a site to rank well in Germany, register it as www.yourdomain.de , rather than as www.yourdomain.com. It’s also widely know that hosting your site within that country may give you another slight edge. Both of these actions give the Search Engines a little more confidence that the pages on a site are very relevant to searchers within that country.
However, some countries simply have bad internet infrastructure. They may use subpar or poorly maintained servers and/or their internet service may be too slow and time out before pages can load. Be certain to check this out before you opt to host a website in a third world country. Any advantage you gain by in-country hosting will be negated by poor usability and the resulting lack of traffic.
